Projects Consultancy in Energy Logistics & Power Generation

  • 2022 - Fauji Foundation Group developed plans for acquiring partial stake in an LNG project. They required extensive Technical & Contractual Risks Due Diligence Studies for that target project. Sifaat assisted in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A as Owner’s Consultant. FFG selected Rina & Sifaat to conduct this DD Study / Report in mid-Feb 2022. This DD Study also included detailed evaluation of past operational performance of the target LNG terminal, including expandability prospects.

    This was a short duration but extensive DD exercise in which Sifaat provided core team of local engineers to conduct initial reviews of all digital files relating to design, process capacities, actual performance data of FSRU, RLNG transfer system and LNGC vessels handling through PQA and at jetty, etc on behalf of external Rina team in Italy.

    This local team also conducted 2-day site visit for physical review & interviews and submitted initial Red Flag Report to be included in Rina DD Report. Marine Operations data analysis was separately performed and indicative expandability potentials were identified by Sifaat on behalf of Rina.

    Further, a comprehensive Contractual Obligations Overlap Profile (COOP) Risk Matrix was developed by Sifaat to highlight contractual risks and submitted as part of Rina DD Report. Presentations to FFG senior management at agreed milestones were also conducted. Project successfully completed & submitted to client in April 2022.


     

  • 2021 - Assisting in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A as Owner’s Consultant to EETL Bid Proposal for Offshore (Open-sea) LNG Terminal in Sri Lanka of 380 MMCFD scale. EETL is in JV with CHEC on BOOT basis for Offshore Mooring, Transfer and Pipeline segment of this project, while FSRU is being arranged by another party. Rina was intimately involved in assessing and advising Client JV the technical specs of the desired offshore transfer system, technology options selection, process risks, as well as developing initial basic design of subsea and onshore pipeline and developing CAPEX & OPEX budgetary values. EETL-CHEC bid has been declared successful - client JV is waiting for final negotiation phase. Ongoing – Project On hold


     

  • 2021 - EETL planned for LNG Terminal Expansion Project of their existing & operating LNG Terminal in PQA in Feb 2021 by replacing existing FSRU with larger capacity replacement, as per terms of their existing Charter Party Agreement with Excellerate. For this purpose EETL selected Rina Consulting to be their Owner Consultant (as for all their LNG projects), to provide the required studies of Mooring Assessment, NavSim studies, validation of their process capacities for enlarged thruput and QRA contours and risk assessments with suggested safety guidelines. Completed and submitted to EETL in June 2021.


     

  • 2021 - Engro Energy, another subsidiary of Engro Group with two large operational power generation projects, developed plan to enter into JV with FWO, a semi govt entity, to build a major Oil Products Pipeline project, 480 kms length in north of country. They approached us to collaborate as Owners Engineer to review FEED, develop and evaluate EPC Tendering process and subsequent potential for PMC. This will involve international as well as local large EPC contractors. We assisted in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A to Client in Apr 2021. This is currently in the Regulatory & Permitting path and evaluation for selection. Ongoing – Project On hold.


     

  • 2020-2021 - Our earlier client Gasport Pak Ltd (see below), who already own and operate the Gasport LNG FSRU-based Offshore Terminal in PQA, developed a business plan for creating a “Virtual LNG Pipeline” and land-transport distribution of LNG in trailer-tankers to the medium & smaller volume energy consumers like textile & garments industry and large gas stations – this time from Gwadar port (GPA). This will be Pakistan’s first such pioneering LNG land distribution project. Due to prior relationship in 2017-18, they approached us (Sifaat) for technical support and collaboration in this new LNG venture.

    Thereafter, we assisted in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A as Owner’s Consultant to Gwadar Gasport Pak Ltd (GGPL), which was approved and Work Order issued (Jan 2021). Rina developed their Concept Design and Technical Feasibility down to Layout Planning of shore facilities for decanting into trailer-tankers, including basic BOQs, as well as assessments of various mooring options for different configuration of LNGC-FSU vessels. Rina technical scope includes conducting QRA, NavSim, Mooring Simulation for the finalized vessel in Gwadar port. This project is currently delayed due to regulatory & permitting factors. Ongoing – On hold


     

  • 2020-2021 - Assisting in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A as Owner’s Engineer to Vopak Terminals International & EETL/EVTL for design and construction of Pakistan’s 1st Onshore LNG Storage Tanks and Terminal in PQA with storage of 2x240K M3 and all onshore Regas facilities. Their previous FSRU based offshore terminal project has morphed into this much larger project of national strategic importance. This project will be in fully ‘unregulated Pvt-Pvt’ mode, that is import, sales and market distribution will be responsibility of Private sector Owner-Operator with no government guarantee of uptake.

    Rina was selected as OE by Vopak International, Holland in Sep 2020, who are the Technical Lead Partner with EETL to provide the Concept Design & Specs in addition to all HSE studies for this project. The assignment will include subsequent Tendering Phase and potentially PMC for Implementation Phase.
    Pre-Feed Concept design finalized in Feb 2021 – Ongoing thru Regulatory Approval Phase.  


     

  • 2021 - Assisting in Formulation, Valuation and Submission of Proposal by Rina Consulting S.p.A as Lead Firm, for PQA Master Plan 2020 and Strategic Plan Update in collaboration with MTBS of Holland and leading local engineering consultancy firm ECIL in JV – First update after lapse of 20 years and emergence of LNG & Coal as major imports since 2016 – propelling PQA as “energy hub” for Pakistan - project spanning 20 months. We provided critical inputs to all JV partners regarding on-ground

    Submitted Mid-March 2020 / Selected & Final LOI issued by PQA Jul 2021.Unsuccessful in negotiations stage with Client PQA towards final Contract and implementation start-off. Tender Cancelled in Jan 2022.


     

  • 2020 - Assisting in Formulation, Optimization and Submission of EOI Proposal by Rina Consulting S.p.A as Lead Firm, to National Transmission & Distribution Corp (NTDC) for System Studies for Review of National Electrical Grid System Performance Evaluation and Proposals for Modernization and Stability Improvement

    This Proposal was developed in JV with an Argentinian firm and local electrical consultancy firm, towards a major government project for eliminating issues with load balancing and integration of upcoming Renewable energy generation projects in Pakistan’s grid handling 26,000 MW electrical power transmission of thermal, hydel, renewable and nuclear at 500KV / 220 KV.

  • 2018-19 - Assisting in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A for QRA & NavSim Study for Tabeer Energy, wholly-owned local subsidiary of Mitsubishi Corp for establishing LNG Offshore Unloading & Storage Terminal in PQA; selected for performing QRA, NavSim & mooring analysis studies for terminal in “alternate” channel of PQA – two phases submitted Sep 2018 and Public Hearing assistance Mar 2019 - Completed


     

  • 2018-19 - Assisting in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A as Owner’s Consultant to Engro Elengy (EETL) for range of Navigational Simulation Studies, QRA & Hazid studies and subsea HDD pipeline solution for Engro’s 2ndLNG project (Pakistan’s 3rd) adjacent to existing LNG-1 jetty – Rina-Sifaat have been engaged with client since 2016 for 2nd LNG terminal in two phases – morphed subsequently as OE for completing FEED study for 2nd FSRU-based LNG Terminal in 2019 (see above). FEED completed & submitted Sep 2019.


     

  • 2018-20 - Assisting in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A for QRA & NavSim Study for JS Energy for establishing LPG Unloading & Storage Terminal in PQA; this project being unique as it seeks to utilize an existing berth for Coal unloading for parallel LPG unloading & operations, with LPG pipeline on same coal trestle & conveyor system. Subsequent assignment for detailed Comprehensive QRA including Potential Domino Effects during parallel operations of both fuel facilities.

  • 2018-19 - Assisting in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A as Owner’s Consultant by Bahria Foundation LNG Terminal for Review of FEED Progress & Final Deliverables by major Chinese Consultancy Consortium for Terminal, Breakwater, & Sealine situated in open-sea environment off Churna Island along Hub coastline. This involved close gap-analysis and guidance to Chinese firm in entire FEED development process spanning 8 months. Subsequently Bahria team also involved Rina for additional work scopes of QRA and Navigation Simulation as well as for re-routing the subsea pipeline from original design landfall around Khalifa Point to different landfall along Sindh coastline. Assignment spanning Nov 2017 - Aug 2018. Satisfactorily Submitted Aug 2018


     

  • 2017 - Assisting in Formulation, Valuation and Submission of Proposal on behalf of Rina Consulting S.p.A as Owner’s Consultant to FOTCO (Fauji Oil Terminal Co) to Review & Validate Engineering Design & Execution Plan of Chinese EPC for Pakistan’s 1st HDD LNG Pipeline below Main Navigation Channel in PQA – subsequent PMC with 4 milestone visits. Selected / Successfully concluded Dec 2017


     

  • 2017 - Assisting in Formulation, Valuation & Submission of Proposal by Rina Consulting as Lender’s Technical Advisor (LTA) for Consortium of Pakistani Banks for Pakistan Gasport LNG project in PQA, Pakistan’s 2nd LNG terminal (600 MMCFD) – Full scope Due Diligence Studies were provided which included Reviews of Technical design parameters, Operational & Contractual Risk Assessments, Project Schedules & Delay Assessment, Financial Model & Business Viability, etc, with an initial Fatal Flaw Report within 8 weeks and subsequent PMC with advance reports of Execution Delays potential, upto commissioning of Project -- Jan 2017 to Feb 2018 involving 5 milestone visits & reports. Selected / Final Diligence Report submitted Jun 2018

  • 2022 – Conducted; a) Study & Analysis of LNG Vessel Operations at their ‘target’ LNG Terminal and; b) Detailed Contractual Obligations Overlap Profile (COOP) Matrix Risk Assessment & Mitigation advisories for Fauji Foundation Group, as part of Rina overall Due Diligence Report assignment for M&A exercise. Report a) included assessing the expandability potential under 3 different scenarios; Report b) ranged across 9 different Contracts of the LNG project and interlocks between various timelines and performance obligations, gap analysis, mitigants.   • 2021-22 - Indus Hospital & Health Network (IHHN) is one of Pakistan’s largest NGO working exclusively in Health sector, now wishes to expand its earlier pilot “mobile containerized clinics” to provide primary health care (PHC) to increase the “outreach” and access for the poorest in the rural areas all over Sindh, Baluchistan and Punjab. IHHN have approached us for followup study in June 2021 (see an earlier pilot study 2016-17 referred below) to provide detailed research and statistical autopsy in Health Sector Report on status of critical health parameters, comparison to peer countries and developing parameteric benchmarks and guidance to select an expanded number of Most Disadvantaged Districts (25-30 MDDs out of 135 districts) in which to progressively deploy. Also, later to provide the Capex and Opex budget guidelines for such a major endeavour of ‘private sector Health intervention plan’ potentially involving 250-300 mobile health outreach centres. The study started in July 2021 and is expected to complete the Phase 1 Report (Overview and Selection of MDDs) by mid-2022. Phase 2 (Budget & Deployment Plan) is to be submitted thereafter.
    Ongoing – work In progress – delayed in current Phase 1 – now expected Mar 2023.


     

  • 2021 – Conducted Detailed Contractual Obligations Overlap Profile (COOP) Matrix Risk Assessment & Mitigation advisories for Vasilikos LNG Project Cyprus, as part of DD and PMC assignment to Rina Consulting on behalf of EBRD Investment Bank. The Agreement with EPC Consortium for Implementation till commissioning, Agreement for O&M of Project for 17-25 years, Loan Agreement with EBRD, Stakeholders Agreement and Other Financial Commitments (Loan & Grant) were scrutinized for any Red Flags or Caution or Comfort and Report in 14 contractual parameters was issued as part of Rina overall Report, prior to commencing PMC on behalf of Client. Report satisfactorily submitted June 2021


     

  • 2016-17 - Indus Hospital Network (IHN) is one of the largest NGO in Pakistan focusing on health delivery to poorest segment in urban Pakistan. They have already established and operate one large 150-bed hospital in a low-income urban locality of Karachi delivering the full range of primary, secondary and specialized care to the poorest, entirely FOC. IHN now desires to expand their outreach-to-poor into the rural districts and areas of Sindh, Baluchistan and Punjab provinces. IHN assigned the task to Sifaat (Nov 2016) to provide an assessment of state of PHC in Pakistan and then suggest an “unbiased & uninfluenced” statistical process of selecting and targeting the most disadvantaged districts (MDDs) in above 3 provinces. This became a major assignment as it amounted to a ‘statistical autopsy’ of the lagging Health sector in Pakistan and identifying the most laggard areas through a unique data-based analysis – and then presenting an “intervention plan” for IHN to implement. Report submitted in Feb 2017 on basis of which IHN planned its initial pilot 15-18 ‘containerized outreach PHC centres in 4 MDDs between 2019-20 (Covid restricted and slowed the deployment).

  • 2013-15 - Selected by Hubco Power, largest IPP in Pakistan, to re-formulate Logistics Study for Optimized Logistics Model for import, handling and transport of approx 2.0 MTPA coal for Hubco Power 660 MW new power plant – Project subsequently morphed into larger 1320 MW project with Logistics Assessment and Concept Development Proposal for handling 4+ MTPA for unique & first-in-region Floating Offshore Coal Unloading System with dedicated deep-sea vessel capable of mooring & handling Panamax to Capesize carriers in open sea conditions offshore Hub Power plant in Baluchistan, with on-board cranes, storage holds, barges and barge jetty constituting end-to-end company owned, fully secured & controlled coal handling system – submitted for Board approval and inclusion in their overall Project Bankable Feasibility. Our unique Concept was subsequently approved by Hubco Board and lenders consortium for implementation and later technical evaluation thru D’Appolonia (see above).  Logistics Study Two Phases Completed & Submitted Dec 2013 and Mar 2015


     

  • 2011 - Concept Development & Viability Study for state-of-the-art Controlled Atmosphere Storage & Value Addition Project in fresh Fruits & Vegetables – detailed VCA across space & time -- with complete technology options suggestions -- for expat Pak sponsors – Report submitted Jan 2011 – Expat Group did not proceed due to political uncertainty in Pakistan.
